Short Biography
Dr. José Mayorga is a board certified Family Physician leader with extensive professional experience in the for-profit and non-profit sectors. After graduating from the Harbor-UCLA Family Medicine residency program, he opened his own medical practice. His leadership skills were quickly identified, and he was appointed to Site Medical Director for AltaMed Health Services (a FQHC). In this role, Dr. Mayorga implemented evidenced-based medical workflows to achieve HEDIS and NCQA Metrics. He was then recruited to become the inauguralChief Medical Officer (CMO) for Share Our Selves Corporation (SOS), a newly designated a FQHC. Dr. Mayorga transitioned the once free clinic that focused solely on uninsured adults to a fully integrated primary care FQHC. He played a key role in expanding SOS from one to four clinics and its services to include Pediatric, OB/GYN, and Behavioral Health Services. Dr. Mayorga led the Continuous Quality Improvement Committee and redefined the Care Team Model to expand access to care. Through this effort, SOS expanded clinical productivity by 60 percent while meeting or surpassing several NCQA Medi-Cal Quality Benchmarks from below the 25th Percentile to above the 75th Percentile. Through his leadership, SOS achieved the highest level of NCQA Patient Centered Medical Home designation.

The success led to Dr. Mayorga’s recruitment to a Fortune 200 company, DaVita Medical Group. He became the Orange County IPA Medical Director for HealthCare Partners, a division of DaVita Medical Group. He oversaw three Independent Physician Association (IPA) networks that serviced approximately 85K Medi-Cal, 30K Commercial, and 4500 Senior/Dual lives. The network of physicians spans 350 PCPs and 900 Specialists. Together with the Operations Director, they were responsible for the quality of care, patient experience, growth, and financial performance of these IPAs. During his leadership, the IPAs showed continuous improvement in all areas, including improvement in quality metric performance and chronic condition management of Medi-Cal and Senior managed care patients. Dr. Mayorga worked closely with several community health centers in Orange County to maximize their quality incentive revenue. The other major initiative under his leadership was Patient Experience. Dr. Mayorga created a strategic work plan to improve the CG-CAHPS Patient Experience Survey, and Orange County was recognized as the most improved throughout the HealthCare Partners IPA market in California.

Dr. Mayorga has dedicated his Family Medicine career to providing high-quality care to the medically underserved. He has been an advocate in empowering care teams to function at their highest level of expertise, which resulted in numerous successes in improved care for the most vulnerable in Orange County. In July 2018, he joined the UCI Health, Department of Family Medicine. He leads the UCI FQHC as their CEO & CMO, he is excited to return to the clinic where his passion for underserved medicine began as a medical student 20 years earlier. In 2018, the UCI FQHC cared for more than 22,000 patients who are predominantly Latinx and monolingual Spanish. Ninety-nine percent of the patients lived below 200 percent of Federal Poverty Level. Of those served, 32 percent were children.

Dr. Mayorga believes the safety-net network of care is the best kept secret in healthcare and is committed to making community health centers the medical home of choice. He looks forward to teaching the future doctors of this country and hopes to empower them to become leaders in primary care
